AN ENVIRONMENTAL IMPACT ASSESSMENT WAS REQUIRED FOR THE SUCCESS OF THIS PROJECT

In 2009, Fingal County Council commissioned Byrne Looby PH McCathy to carry out a detailed review of the existing Swords Wastewater Treatment Plant. This review established the potential PE that can be treated at the current Swords Treatment Plant site. Based on this review, it was proposed to upgrade the plant from its current capacity of 60,000PE (population equivalent) to 140,000.

Planning regulations required that an Environmental Impact Assessment be carried out on the proposed expansion. The scope of this Assessment covered the Wastewater Treatment Plant upgrade within the existing site boundary and the operation of the new outfall (marine environment).

The potential impacts of the scheme were assessed under the following headings and mitigation measures proposed.
